結局対処療法としました。(更新プログラムの非表示です)

WindowsUpdateを実行すると、すべてのKBについてはすべてインストールされるのですが、Internet Explorer 11 が毎回表示され、インストールは失敗しています。
そのとき、 Windows フォルダにあるセットアップログファイルは以下の通りです。

ようするに、すでに最新版がインストールされているからインストール不要だということです。当然ですよね。
以下の参考サイトの通りコマンドを実行しましたが、うまくいきませんでした。

エラーはでませんでしたが、あまり動作しているっぽい感じもありませんでした。

再起動しても状況は変わらず。
Windowsコンポーネントを確認すると、 Internet Explorer 11 のチェックが外れていました。
チェックをつけ再起動をしました。かなり時間がかかりましたが状況は変わらず。

Windowsの重要なコンポーネントのため、あまりいじくるのはやめるようにしました。最初に書いたとおり、IE11のプログラムについて非表示で対応したいと思います。
